I have a 1992 Audi with a new battery but will not turn over even tried jumping it could it be something electrical?

There are a couple of things it could be.You may be having a problem with the neutral safety switch. If it is misadjusted then it will not allow the starter to get energized. The other thing is the starter.If you are not even getting a click sound out of the starter when you try to turn it over then I would start with the switch first.
