how do i make 9.6 volt 700mhn equal to 12v

i made a head light for a nitro r/c and i m a small ducted fan that are 12v. i'm useing a 9.6 70mhn to power   the lights and fan and i want the to make that 9.6 eqaul to a 12v system but i still want to use the 9.6v
