we have a pomeraian and a king charles cavalier

The pom has had a rash on her belly and under arm pits that looks like dirt
and a cough(sounds like a dry cough)???
We have been to the vet numerous times and has no idea???

The cavalier has now got 2 circle type spots that look like dirt too?? under the cheaks-dont know if these are linked??
There is no hair missing on both but have cut the hair on the infected areas and applied mild annathestic-still no change
we have wash them and the black marks ,like dirt can not be removed??
We have washed with alergy shampoo too..
