Any product made with feathers should have a tightly woven lining inside that prevents the feathers from coming out. If your jacket is relatively new, I would consider returning it.
If the jacket is not new you can try washing it with
Revivex to fluff the feathers back up and give them loft again. The mere fact that they're fluffed again may help prevent them from bleeding through.
I do not recommend spraying it with any type of sealer as it will prevent the jacket from "breathing".
The only other option is to have a seamstress re-line the jacket with a better lining.
