Question

there is no screw and I must be a clip or a way of getting glue off. The car is a 1996

Hi Justin,   Thanks for posting your question on Justanswer.com   Take a look there is usually a little set screw either an allen or a torx or a phillips that holds the base of the shaft to a post glued to the windshield. You loosen the screw and slid the base off the post then carefully remove the post if necessary. Mark the windshield outside with a piece of crayon to make sure you get the post back in the right place. If you are just replacing the mirror there is no need to remove the post glued to the windshield. Note which side of the post is glued to the windshield because I have seen people put them back on backwards. Please read the following. Hope I've been helpful.
