Answer

Dachshunds are measured at the shoulder in height as are all dogs. Usually the range is about 8 to 13 inches at the shoulder as the breed is designed to go down holes and needs to be short to get after its prey. This site has some good drawings of the breed going through a tunnel after prey

The breed in the US is actually not judged on height but split into two sizes by weight
