Hi Cheryl. Is he still bleeding? If so, this is very serious. Are you positive it is a male bird who is bleeding? Has the bleeding bird been outside of the cage recently, like just before the bleeding started? Being very, very gentle, can you look to see if there is any kind of obvious injury, break in the skin, or if the blood seems to be coming from a broken tail feather? Don't turn him upside down to do this, just lift him high enough to peek under. While you are checking, try to notice if you see any kind of swelling or enlarged area near the vent. (Anus.)
