I don’t own the house but I make the payment. Can I claim the property taxes and interest on my taxes?

You can only take a deduction if you own the house and thus benefit from the payment of the interest or property taxes. If you don't own it, you are paying another person's obligations and neither you nor they may take a deduction.
If this is say a family member and you give the cash to them as a gift and then they make the payment of the interest and property taxes, then they may claim the deduction.
