Your toilet probably just needs new parts. The parts in the tank wear out just like parts of a car or appliance.

Water is probably leaking past the valve in the tank causing a slight noise or dripping. Small bits of rust sometimes get in the valve and prevent it from shutting off. More than likely, you need to replace the valve in the tank. Look on the toilet for the brand and go to your local hardware store and they should be able to sell you the parts you need.
