My mother is a senior citizen entering her 30th year in public housing. The environment is unsafe and has become untenable. Is there a way for her to obtain a "portable" voucher for Section 8 or some other rental assistance program to obtain more appropriate housing? Section 8 applications are not being accepted until some undetermined point in 2008.
