There could be many causes to a harsh cough. A cough can be caused by a bacterial, fungal, viral infection of the lungs. It could be asthma. It may be more serious such as heart disease or cancer.
This is a breed that gets cancer often. You need to take you pouch to the vet and get x-rays and blood work to start to find the cause.
