pa driving laws in construction zones

in the state of pa, the law requires a lower speed limit on highways through a construction zone. recently on rt 78 penn dot place barriers up near the hellertown exit....with a 50 mph zone. needless to say i went 50 miles an hour, and was nearly run over by all the other traffic. told this to a friend, they argued that since the barrier was placed there, the traffic pattern is no longer in a construction zone. Signs say it is. Could you verify what the correct law is. Also, if your in a construction zone, wehre the lights on men working signs IS NOT flashing is the law required to go the construction zone speed, or due to the none flashing lights is the construction speed limit waived.
