The ac/heating system does not turn off even when engine is turned off- cannot switch it off.

Answer

Try pulling the blower motor relay in the power distribution box(under the hood) if it shuts, off substitute one of the other identical relays see if it works properly if it does replace the relay.

If the relay does not correct the problem your blower module is probably the culprit.
