Hi XXXXXXXXX. Thank you for asking your question on Just Answer. The other experts and I are working on your answer. By the way, it would help us to know:-What is your location?
-How long has this been going on?

Is this worse at different times of the day?
Only near your bird feeding station?
Is there any standing water near?
I have had similar problems and my doctor has suggested it is related to an allergic reaction. I would try and think if any additional plantings have been added near the location. At times I feel like something is crawling on me, but I can not see a thing. I do get bumps that look like they are from an insect and the more I itch them the more I get. I am not saying this is the case with you but since it occurs using deet it well may be the problem. I have found it helps to wear long pants and long sleeves. It sounds like you have covered all bases. I guess it could be something introduced by the tenants but I don't have a clue as to what it might be. Not being able to see the insects and to identify them it would be hard to make any more suggestions as to what to do. I will gladly answer any addition questions you may have. The problem could be coming from the bird feed you are using. More information is available by clicking here.
Please read the links I provided in the above answers. The bird feed seems to be a very good possibility. Of course the choice of accepting an answer is always your choice when using Just Answer. It is my wish that you get an acceptable answer. It is possible that other experts will have additional information to add. If I can come up with anything else I will post that also. Good luck with finding the solution.
