Answer

It is thought that VRS was first conceived in the late 80's. Sprint was the first to conduct the first testing of the VRS system in 1995 Washington and Texas were the first states to test Video Relay Service statewide in 1998. Sweden was the first country to implement a public VRS fully subsidized by the government.
