Testing a 208/120v control transformer.

How do I test a control transformer, 208v stepped down to 120v. The rating on it is 750 kva. This transformer controls a timing relay that requires that both low-side legs be hot. It is the control transformer on a Hardinge DSMA automatic turret lathe, vintage 1974. There is continuity between the high legs, and continuity between the low legs. Voltage on L1 to Grd is 120v. Voltage on L2 to Grd is null. Is this a normal state. As I mentioned, according to the requirements of the timing relay, both legs need to be energized at all times.
