Technically speaking, the only device that is called "inverter" is any device that converts DC to AC (Direct Current to Alternating Current). Sometimes they advertise inverters alongside with solar panels, and sometimes with cooler/warmers, the link below has such a title "300W DC-AC Inverter (For Cooler & Warmer)"

If what you saw was "inverter for cooling and heating" or something like that it's just bad English, any inverter can be used for any electrical appliance as long as it has the right power rating.
The correct term I believe is "Inverter Driven Reverse Cycle Air Conditioner", here's an example for Hitachi-Australia:

Note where it says "DC Inverter Driven Reverse Cycle Air Conditioner" under the photo on the right.
Also on Panasonic-Australia website they have a product called Inverter Reverse Cycle Air Conditioner where the "inverter air control" is described as (scroll down until you see "Inverter Control":
"An inverter air conditioner provides optimum power control. By changing the frequency of power supply, the inverter circuit alters the rotation speed of the compressor. The result is comfortable, economical air conditioning."

This again, is something about manipulating the power however the principle is still "Reverse Cycle Air Conditioning"
