how can I prevent water coming my basement wall?

We had a heavy rain the other night and we saw water coming in through an under the stair storage room in the basement. After looking closer I saw that here is a crack in the wall of which a previous owner had patched. How do I fix this? Can I repair it myself?

The repair can be done yourself using hydraulic cement. The old repair should be chiseled out and the crack should be made to form a inverted V. This will allow the hydraulic cement to stay better. More about the repair can be found by clicking here.
