CANT GET SLEEP FROM NOISY NEIGHBORS

I HAVE BEEN BEGGING FOR HELP SINCE FEB.2006 FROM THE POLICE DEPT. I HAVE VERY NOISY NEIGHBORS RIGHT NEXT DOOR. THEY HAVE A SCREEN ROOM WITH POOL WHERE THEY ALL GATHER TILL ALL HOURS OF THE MORNING WHICH IS RIGHT OUTSIDE OUR BEDROOM WINDOWS. LAST NIGHT WAS THE WORST TILL 4 IN THE MORNING. SO WE SLEPT NOT IN OUR BEDS BUT IN CHAIRS AND SO FORTH. THE POLICE OFFICER SAID OH WELL THEY CAN TALK IF THEY WANT IN THERE OWN HOME. SO WHAT ABOUT US. THERE IS NOTHING PROTECTING OUR QUIET AT NIGHT IN OUR OWN HOME. WHAT KIND OF NONSENSE IS THIS. HE ASKED THEM TO TURN DOWN THER MUSIC WHICH IN TURN FUELED THERE NEED TO TALK LOUDER. HE SAT OUT BY THE ROAD AND LISTENED AND SAID THAT HE COULD BARELY HERE ANY THING. BULL....IT SEEMS TO ME THAT I HAVE BEEN LABELED AND PUT IN THE OH ITS HER CALLIN G AGAIN CATEGORY. I CAN SEE LAST NIGHT THEY WERE HAVING SEX JUST OUTSIDE THE SCREEN ROOM AND SMOKING POT. JUST AFTER THE OFFICER LEFT THE HOMEOWNER IN HIS WHEELCHAIR WAS RUNNING AROUND TELLING THEM HEY THAT WAS A COP!!!!!!!!DO I NOT HAVE ANY RIGHTS IN MY HOME TO PEACEFUL AND QUIET ENJOYMENT? CAN YOU HELP ME AT ALL?
