construction problem

how can i build a water wall to hold back a lake that is 3 square miles. I have tried wood, plastic and sand bags and the water wont receed. I need to builbd a temporary dam in order to repare the bulkhead but nothing seems to work. the area needs to be completly dry. suggestions please.
