layered dress- fabric ripples

I bought a dress at Goodwill - A.B. Schwartz black double layer absolutley beautiful. The probelm is the outer layer seems to ripple on one side and down the back seam, what can I do to get it to lay with the rest of the dress and drape properly. I have a ball to go to on the 23rd - tomorrow!!! Any suggestions??
