I think your puppy is pretty smart but he learned something you didn't mean him to figure out.
It sounds like you have been taking him outside to potty and then bringing him in when he is done. He has figured out that if he doesn't go he gets more outside play time in the yard.
You need to reverse his thinking on this. One way to do this would be to take him out on a leash and stand around being really boring and doing nothing fun until he potties and then play with him and have some fun. If he doesn't go when you have him out then take him in on a leash and put him in his crate for 10 minutes or so and then bring him back outside and be boring again until he potties. If you do not have a crate for him then keep him tethered to you so if he squats you can scoop him up (hands wash!) and hurry him outside where you can praise him for going when he finishes out there.
What you want him to figure out is if he hurries and goes he will have some outdoor play time with you.
