Location of lighthouse

Once upon a time, a western town was mighty enough to name itself after one of the largest cities in America, yet it couldn't quite kick up enough dust. Now its lighthouse shines on little but grassy bluffs, and that's the key to finding the name of this might-have-been metropolis.
