Phone Jack Wiring

I had twp phones in my home, both on the same line. I just had one line switched over to a new number. The telephone guy came out and did the outside work only. My problem is I have no dial tone on the new number. What do I need to do to the inside wiring to get the new number up and going? There are 4 pairs of wires...red, green, yellow, and black
