there is fuel in the dipstick

Answer

You have a stuck open fuel injector,And possibly a blown fuel pressure regulator. Use a fuel pressure gauge to diagnose this.Hook up gauge,turn key to the run position,watch gauge,pressure should hold steady and not fall,if it does you will need to remove the fuel rail ,turn key on and look at each injector to see which one or two is leaking
