Bostons and other dogs with a brachycephalic (short) face often develope allergies, post nasal drip, mucus, nasal polyps, sinus inflammation, and similar issues.
If you are feeding Bully food with corn or gluten in the ingredients he may have developed a sensitivity to these. Try him on a more natural food with no grains used a fillers and see if his symptoms disappear. You can see excellent products here:

Since his symptoms worsen during pollen or grass exposure there is a good chance you are dealing with an allergy. If you could lessen or stop the attacks without using prescripion medication it would be very beneficial.

A reverse sneeze is also often common in Brachy breeds. It is sometimes associalted wth a collapsing trachea. Here is info on it:

However, based on Bully's other symptoms I am leaning toward an allergic reaction. Purina pet foods are one of the worst offenders for fillers containing corn, wheat and gluten. Dogs frequently develope allergies to these as they age because grains were never a natural part of a dogs diet.
