There are many work at home businesses that are legal and trustworthy, however the most important is to keep in mind that some of them may not provide a good pay and others will be too demanding and not let you have any family time.
It is hard to judge which one is the "most trustworthy" as many jobs are 100% trustworthy and it's hard to declare one of them as the "best", also it would be more of a personal opinion than a fact. The important criterion is that there are 100% trustworthy companies out there.
