Yes, handicap placards are generally honored across state lines. I have never experienced problems in the Midwest, and according to an article in the Atlanta Constitution Journal a spot check of laws indicates that this appears to be the case. It's a lot like the fact that your Alabama drivers license is recognized in Florida.
