This can be a condition called feline acne. It is not contagious but some ccats are predisposed to it. It is actually a clogging of the sebaceous glands and similar to human acne. You can see it here;

It can be controlled with huma acne pads and discontinuing the use of plastic feeding dishes. In stubborn cases - veterinary prescribed medication is necessary.
Since your cat is young he may have been exosed to feline Herpes or calici virus.Although that ususally causews upper respiratory and eye symptoms as well. You can see that here:

You can put 100mg of the human amino acid Llycine in his water daily to control it.
Also give him a dailey teaspoon of plain yogurt to keep "good" bacteria in his sysyem as that will ward off yeast and fungus.
A much less likely issue is ringworm which is fungal. You can see thathere:

That is what I though as it sounded like feline acne. Remove all plastic food dishes and use metal or glass. You can treat it with human acne pads or any of the ointments listed in the info. You can get most without a presciption at pet supplies or www.revivalanimal.com.
