Question

Have a dog with a tooth puncture inside her ear, as well as the tip of the other ear lacerated. Can both be treated with topical antibiotic as opposed to oral?

You can certainly clean the injuries off with betadine or hydrogen peroxide and then use neosporin or triple antibiotic ointment on the injured areas. If they do not improve or appear to be infected then you can see your vet for antibiotics.
Also to promote healing I find that using a warm damp compress a couple times a day on injuries before cleaning and treating with topical antibiotics is a help.
Watch for head shaking which can pop a blood vessel in the ear. Some like to tape ears over the head or under the chin (tape only non injured areas leave injuries open to the air for healing) to control this.
And if your dog is out during the day be very careful about fly strike from flies laying eggs on the injured areas.
