Sakatchewan accident

I was involved in a traffic accident in Saskatchewan, and fault is still being discussed by insurers. First vehicle in single line of traffic heading westbound on 2 lane highway, pulled onto shoulder and continued driving, second vehicle pulled into eastbound lane and continued driving, I (in a big truck) stayed in westbound lane. Driver of second vehicle (eastbound side) pulled up beside vehicle on shoulder (westbound) and both slowed dramatically. I braked slowly as lanes in front of each of us was clear of traffic or other hazards, but as westbound car returned to westbound lane from eastbound lane, its right rear fender collided with my left front fender. Two vehicles in front of me, happened to be an elderly couple moving somehousehold goods and were traveling in a 'convoy' of sorts when they had taken different lane choices and vacated/abandoned the designated west bound lane. I believe that they were trying to communicate, but they deny. Police laid no charges, but insurance companies are still struggling with issues. All witnesses and participants agree that collision took place as westbound car in eastbound lane re-entered westbound lane. From my perspective without signalling. Any ideas of fault?
