His best option at this point may be to go into a program called Job Corp.
I don't know if he has his HSD or GED, but they can also help him get it. Even if he does have it, he can still get in and do a vocational training as well. There is no cost for this program. He will live in a dorm setting and attend school M-F. The campus generally has other activities as well. Such as sports, movie theater etc (each campus is different. He can stay in his state or go to another state. They will pay for him to fly to another state if he chooses this.
They also supply him with a around $50.00 every 2 weeks while he is learning this trade, which helps pay for personal items. Meals are included etc.
This program is for those that are 16-24. So this may work for him. Which they also help him after he completes the program in getting a real job in the trade he learned and help him with an apartment and to be on his own.
