Is old deteriorating swetting gelignite as dangerous as the official's make out it is?

Why do they destroy it by setting it of with a charge? , I thought you could burn it!

I was under the impression that if left alone , there was no chance that it could set it self of.

87 seven stick were found here recently and the official's separated every stick before taking it to the beach for detonation.

Separating the sticks , one would think would be dangerous.
They then took them all away in the same vehicle.
