If the outside fan is not running it could be the motor or then start capacitor of the motor.

If you turn on the air and the our side fan does not run, try turning it someway to see if it will move.

If the fan starts to work after giving it a help turning then most likely it is the motor start capacitor.

What do you need to know about ground fault circuit?

A small amount of flashing is normal when the mercury switch in the thermostat turns on and off.

Check to see if the fan is turning. I will wait for the answers.Images available only to Customers.
