hi my partner was stopped buy 1 police man last week and the policeman accused him of driving while on a mobile phone he wasnt he dosent even have a mobile but the policeman said he seen him on a phone and fined him 30
can one copper stop you like that

Yes, but what he saw may have been something other then a cell phone and he should have asked to see it. You can take your phone records if any and show that the phone was not in use at the time he was cited for this.
