What determines if a road is named a road, street, avenue, lane, etc.?

The question is, there are so many different names for highways, is there a method to the madness such as distance or is it just the choice of the planners if a road is a road, street, avenue, loop, lane etc.?

From what I can tell, the different names usually coincide with how large they are, where they are built, and what the scenery is like. Here are the definitions of some of the most common ones:

Lane: http://en.wikipedia.org/wiki/Lane

Road: http://en.wikipedia.org/wiki/Road

Street: http://en.wikipedia.org/wiki/Street

Avenue: http://en.wikipedia.org/wiki/Avenue

Loop: http://en.wikipedia.org/wiki/Loop_route

Boulevard: http://en.wikipedia.org/wiki/Boulevard

Reply to Kim's Post: Kim, I had already looked them up in the dictionary. I was interested to see if there was an actual rule that applies when they are determined or if it just is the opinion of the agency preforming that function.

Avenues are most likely not connected to any thing they are dead ends

So are lanes

A loop is usually a circle

A road has allot of traffic

A street doesn't
