It's about a feather left in front of my neice's residence

What is the meaning of a feather that is red;green;blue and the tips are black ?.My neice had one left in front of her travel trailer one morning after she had helped an elderly Lakota in the mercantile store on the Wounded Knee Reservation the previous day. When she ask several Lakota ladies what it meant,they just smilled but gave her no answer. It was attached to a post with rawhide thongs.
