Proper invitation response etiquette

I have been invited to a 25 year retirement party of the coach of a sports team. The coach has planned the party for himself. His invitation asks to RSVP and send $15.00 for a pasta meal to a third person. This coach is famous for planning many events in the past and cancelling them at the last minute. We in turn have to refund monies collected which has been most embarrassing. Would it be proper to RSVP to the party and include a note stating that the money will be presented at the door? Please advice me of the proper way to respond as chances are this event will be cancelled without monies being returned.
