Yes this is considered a hereditary defect in dogs. A lot of how common it is has to do with the rear structure of the dog. Dogs with less rear angulation tend to have more of an issue with this.
Also athletic dogs can easily ruin a knee same as a sports player might.
But as your dog is under a year unless you saw a specific injury happen I'd suspect that the pup was born with the propensity for the knees to have a problem.

As this can be an issue that requires several genes to coincide to have it (polygenic)show up the parents could be fine and still produce a puppy with the problem. Or the parents could be lame and the pups lame too.
