Keeping cats outside and the risk of possible diseases

My landlord has been keeping more than five stray cats for years. Out of generosity he always gives them shelter and food in his back yard. My concern is not only that they contact other cats and hang around outside without having neutered or spayed, but also one of them shows skin problem, nose drooling, and eye infection. Now new born kittens are having the same symtoms. It seems to me that the older one has already lost his left eye. Without noticing any problems, my landlord says he will give the kitties to people.   Would you help me to let him know possible diseases and problems?
