The royal institute for the deaf suggest this as a solution for a land line text phone for those who are hard of hearing

Textphone and voice telephone users can call each other using Typetalk, the relay service provided by the RNID. Textphones are available with a range of features, from small portable machines to larger more sophisticated models with built-in printers and text answerphones.

Alerting devices can also be installed in you home to let you know when the phone is ringing.

You can find more information here.
