What can I do to get my lemon tree to blossom and bear fruit?

I live in FL and planted this lemon 2 yrs ago. It has alot of size and had fruit when first planted. They only got quarter sized and fell to the ground. I was told that the transplanting stressed the tree. It has not even had blooms for the last two years now, Help?
