Question

i have a 92 olds 88, won't crank. replaced starter and battery. still won't crank, can't hear solenoid click, won't turn over, but all instrument lights come on. turned on ignition switch, jumped across terminals at solenoid, engine would turn over but would not crank-up. is this a fuse problem or switch problem
