Answer

Female cats go into heat and you may see some blood spotting at the start of their heat season from the vulva area.
You usually see a behavior change too where the cat meows a lot and lowers the front end and raises the rump and is more affectionate etc.
The other possibility for a cat that is bleeding from the vulva is either bladder stones or a bladder infection.
