how can I find someone who was adopted for free?

I am trying to find my sister and I don't have alot of money. She was adopted and I would like to get in touch with her.

Can you provide some more information?

What state was she born in? Do you know if the adoption occurred in the same state? When was she born? What was her name at birth? Do you know her name now?

Yes she is in Cudahy 03/28/1987
Shirely Keller is her brith name
I dont know the name now and
Amanda Keller, who was born Milwaukee,WI and is in Cudahy I think. I dont know when she was born.
