My momma cat had her kittens 12 days ago-she's an outside cat, The kittens are gone, came up missing and momma cat keeps looking at me like i have em and going to the kitten box looking for em- could have she moved them and forgot where she put them? do other stray cats take kittens? there is no sign of struggle

She would not have forgotten where she put them.
The most likely scenario is that another animal (cat, dog, fox, coyote, raccoon, etc.) found them and killed them for food.
You might ask around to your neighbors to see if one of them took the kittens in, but I'd think that a slim possibility.
