my question was about a 21hp lawn mower that wouldnt start new battery ipulled the starter off is there anything i can look for

Lets start with the basics - please tell me what you have attempted already so I dont repeat any of it, also what is the make and model, how old is it? fresh gas, etc ??? Let me know and we'll go from there

last season i tried to start it and it popped and started smoking last year i rebuilt the carb.
and fuel pump the keepers fell off the valve stem i bought a valve spring compressor from the dealer and got it running it ran all last summer very strong until the last cut of the season that is when it popped and started smoking so i put a new battery in it and it turned over about 30 deg. it acted like the battery was bad i tested it and it is good im thinking the starter went bad so i pulled it off the brushes look good ,i think ,is there any thing i can look for?
i cant afford a new tractor right now this one still lookes good im kind of handy with these type of things but i dont want to spend a lot of money trying to figure it out
