Majorca Gloworm Backboiler Problem . Flame laps back.

My radiators were only just warm.I checked the jets on my boiler after removing the cover and the heat exchanger was badly sooted.I cleaned the heat exchanger and reassembled the cover.I noticed that the flame only sometimes laps backward and escapes at the bottom end of the cover.Without the cover on the flame is ok and is a good colour.What is causing this to happen ?
The radiators are hot again but I can't use the boiler due to the flame escaping underneath the protective cover. Have I broken a seal perhaps when removing the cover. I can't see any more soot. The holes in the burner are ok.

I think that this is a UK customer. The balanced flue is usually wall mounted on the backside of the boiler location.

It basically looks like a 'sideways' chimney and will have a grill over it to stop birds nesting.
