Question

I wrote/composed a song based on it. If it is under c protection, I need to know who to contact in order to obtain perimission.

Works published and copyrighted prior to 1923 entered the public domain at a maximum of 75 years from the date the copyright was issued. So (if you do the math), all copyrights would have expired in 1998 for this group of works.

Contrary to public belief, there is no international copyright, however agreements and treaties have been made between many countries. But for this particular piece, I do think you have anything to worry about.

http://www.copyright.gov/

You can search for recorded copyrights. It usually a good idea to do a quick search before you decide to publish something "original".

But as to your question regarding paying royalties for permission to use the piece, keep the money in your pocket (or, better yet, give it to me for answering your question).
