heater fan runs continuously, even when system is turned off.very little warm air comes from floor vent. cold air comes from dash vents. Car sat for some time (maybe 5 years) prior to trying to put back on road.

Answer

If the blower is running even when the car is off, you have a problem with the blower module.

If the mode doors are not switching, that could be something else entirely in addition to the module.
